I’ve definitely seen teams of plows on highways in Utah, where there were maybe 4 lanes and they just lined up 4-5-6 trucks or whatever and it’s extremely ill-advised to try and pass, even if they’re staggered, because each successive truck is pushing more snow... you get the idea.

My father-in-law used to plow snow for Colorado DOT along I-70 back when he first retired. He thought it was going to be is dream retirement job.
He could plow all day long around town, do shoulder cleanup, or plow overnight, etc.. His favorite part was that staggered three-lane plow formation.
He only did it for a few years because it was too stressful. Other motorists were always tailgating, trying to pass, and were just too damn impatient. Even in that road-wide formation people would try to pass on the shoulder and get by.
He now drives buses for a ski resort four days a week.

It is a bit frustrating when the conditions are good enough to go 40-50, but you’re stuck behind a plow doing 20. It can more than double your commute time depending on how long you’re behind them. And if they’re making things worse than just leaving the snow (where it’s light enough i’t basically blowing off, but the trucks are salting/“plowing” and just making a packed, slick road or slushy mess). I’ve had both this winter, super frustrating, especially the one where they shouldn’t have even been out for the 1/2" that fell.
